[BESAdmin-Announcements] BigFix Patches for Windows now considers Oracle JRE Fixlets that update to major versions as part of the "Upgrade" category

[Announcements for BES Administrators]

IBM BigFix Patches for Windows now applies the "Upgrade" category for
content that upgrades specifically to newer majorversions of  Oracle Java
Runtime Environment (JRE). An example of a major upgrade would be JRE
Version 1.6.0_81 to 1.7.0_45. An upgrade from JRE version 1.6.0_24 to
1.6.0_81 is an example of a minor upgrade.

This change applies to the existing Fixlets listed below and for Fixlets
and for JRE Fixlets that upgrade to a newer major version. The listed
existing Fixlets were previously categorized as "Security Update". Moving
forward, Security Update will cover all other Fixlets.

The following Fixlets are now categorized as "Upgrade".
