[BESAdmin-Announcements] Content modification in IBM Software Inventory

[Announcements for BES Administrators]

Content in the IBM Software Inventory site has been modified.

A small update has been made to the site to provide easier access to the 
catalog and remove confusing/redundant content.

Reasons for update:
* Catalog update fixlet was not showing in the License and Inventory 
domain
* Upgrade Scanner fixlet was previously propagated in error and has been 
removed.  Only one version of ITSIT and CIT scanners is available in the 
site currently, so no upgrade is necessary or possible.
